2月23日,2019年NASPAA-Batten全球?qū)W生模擬大賽亞洲區(qū)比賽在韓國(guó)KDI School of Public Policy and Management舉行,本屆大賽的主題為“全球移民與難民危機(jī)”。大賽在全球11個(gè)賽區(qū)同步舉行,吸引了來自27個(gè)國(guó)家137所院校的585名同學(xué)參賽。清華公管學(xué)院由IMPA碩士項(xiàng)目主任鄭振清副教授擔(dān)任領(lǐng)隊(duì),由案例中心助理城玥負(fù)責(zé)組織協(xié)調(diào),派出五名碩士生參賽,他們分別是MPA項(xiàng)目的中國(guó)學(xué)生王晨杰,IMPA-BRI項(xiàng)目的巴基斯坦學(xué)生Bushra Batool Zaidi,MPP-SDG項(xiàng)目的越南學(xué)生Lincoln Quang Duong,文萊學(xué)生Rasyidah Ibrahim和哥倫比亞學(xué)生Andrés Melendro Blanco。經(jīng)過為期一天的激烈角逐,清華大學(xué)代表隊(duì)成功進(jìn)入最后陳述展示環(huán)節(jié),表現(xiàn)優(yōu)異。

大賽簡(jiǎn)介
NASPAA(全球公共管理院校聯(lián)盟)每年組織面向公共管理專業(yè)學(xué)生的政策模擬大賽,致力于為全球高校MPA同學(xué)提供一個(gè)學(xué)習(xí)探索和思想交流的平臺(tái),引導(dǎo)學(xué)生使用科學(xué)的決策模擬工具,探索解決公共政策問題的有效方案,提高學(xué)生的系統(tǒng)思維和批判性思維能力,同時(shí)促進(jìn)將模擬教學(xué)法向全球高校推廣。這是NASPAA第五次舉辦比賽,也是其第三次與美國(guó)弗吉尼亞大學(xué)弗蘭克·巴頓領(lǐng)導(dǎo)力與公共政策學(xué)院合作辦賽。本屆大賽的政策模擬工具由弗吉尼亞大學(xué)領(lǐng)導(dǎo)力模擬和競(jìng)賽中心(CLSG)基于真實(shí)數(shù)據(jù)開發(fā)設(shè)計(jì)。

此次在韓國(guó)KDI School舉行的比賽共有來自13個(gè)大學(xué)的59名同學(xué)參加,評(píng)委來自KDI School和國(guó)際移民組織(IOM)韓國(guó)辦事處。同學(xué)們被分到三個(gè)模擬世界中,每個(gè)世界的學(xué)生分屬于四個(gè)模擬國(guó)家,共有12個(gè)代表隊(duì),每個(gè)國(guó)家的選手分別擔(dān)任該國(guó)總理、勞工部長(zhǎng)、衛(wèi)生與公共服務(wù)部部長(zhǎng)、內(nèi)政部長(zhǎng)、國(guó)際組織Altrippa Treaty Group代表等角色,每輪比賽中需互換角色。選手們基于本國(guó)及本地區(qū)其他國(guó)家的經(jīng)濟(jì)社會(huì)發(fā)展情況,綜合考慮財(cái)政預(yù)算、GDP、就業(yè)率、人權(quán)指數(shù)、民意等因素,利用模擬軟件做出管控移民和難民的公共決策,并提交政策備忘錄。

比賽過程中,許多參賽隊(duì)伍經(jīng)過考量磋商,都本著保護(hù)本國(guó)利益的原則,采取了保守的財(cái)政政策,盡全力保證自己國(guó)家的經(jīng)濟(jì)社會(huì)順利抵擋住難民潮的侵襲。這其中也包括比賽初期的清華大學(xué)代表隊(duì)。
然而,經(jīng)過兩個(gè)回合的演練,清華大學(xué)代表隊(duì)發(fā)現(xiàn),僅靠一國(guó)之力難以將整個(gè)世界的難民妥善安置,應(yīng)當(dāng)協(xié)同其他國(guó)家一起為難民安置和轉(zhuǎn)化做出貢獻(xiàn)。于是,清華大學(xué)代表隊(duì)迅速轉(zhuǎn)變思路,從原本重經(jīng)濟(jì)、重穩(wěn)定的“保守型”政策,轉(zhuǎn)換為重人權(quán)、重合作的“開放型”全球共治路線。“國(guó)家總理”Lincoln確定了國(guó)家整體政策基調(diào),為各個(gè)部長(zhǎng)分配了任務(wù);“衛(wèi)生與公共服務(wù)部部長(zhǎng)” Andrés、“內(nèi)政部長(zhǎng)”Bushra和“勞工部長(zhǎng)”王晨杰共同合作,從人道主義援助、就業(yè)支撐、國(guó)籍歸化等方面多措并舉,共同為涌入境內(nèi)的難民提供了幫助和關(guān)懷;而肩負(fù)外交使命的Rasyidah,更是在“外交談判”環(huán)節(jié)大顯神通,成功說服同一“世界”的其他國(guó)家“領(lǐng)導(dǎo)人”傾囊相助,為安置和轉(zhuǎn)化難民提供了寶貴的物質(zhì)支持。

比賽過程中,大賽評(píng)委手持記錄本,巡場(chǎng)察看選手們的商討過程,考察各個(gè)隊(duì)伍的決策機(jī)制,并不時(shí)發(fā)問,記錄參賽隊(duì)伍的具體表現(xiàn)。
政策模擬環(huán)節(jié)結(jié)束后,大賽播放了一段揭示此次比賽精神主旨的視頻。原來,各個(gè)模擬國(guó)家的情況和所面臨的難民問題并非虛構(gòu),都是來自現(xiàn)實(shí)國(guó)際社會(huì)的真實(shí)危機(jī)。當(dāng)社會(huì)動(dòng)蕩不安、人民流離失所,國(guó)際社會(huì)應(yīng)該如何應(yīng)對(duì)?是閉門自保,還是張開懷抱?是狠心驅(qū)逐,還是安置轉(zhuǎn)化?無論是現(xiàn)實(shí)還是虛擬,各國(guó)對(duì)難民的態(tài)度都不盡相同,政策也是千差萬別。NASPAA借此次比賽向世界傳遞出一個(gè)信息:難民的應(yīng)對(duì)和安置是全球性問題,任何一個(gè)國(guó)家都無法獨(dú)善其身。
跨越疆界、全球共治,清華大學(xué)代表隊(duì)的政策思路高度契合此次大賽的主題,獲得了評(píng)委贊揚(yáng),率先進(jìn)入最后陳述展示環(huán)節(jié),與另外四支優(yōu)秀隊(duì)伍一起獲得了匯報(bào)和答辯的機(jī)會(huì)。
大賽評(píng)委綜合模擬賽成績(jī)、最后陳述展示表現(xiàn)、選手談判及團(tuán)隊(duì)合作情況等因素進(jìn)行打分。最后,大賽主辦方韓國(guó)KDI School代表隊(duì)成為本賽區(qū)優(yōu)勝者。

此次是清華公管學(xué)院第三次派出學(xué)生參加NASPAA-Batten學(xué)生模擬大賽。2017年,該賽事首次在亞洲舉辦,清華公管學(xué)院成為亞洲首家承辦該比賽的院校。2018年,學(xué)院選派三名學(xué)生參加于對(duì)外經(jīng)貿(mào)大學(xué)舉辦的NASPAA-Batten學(xué)生模擬大賽亞洲分賽,留學(xué)生Trent S. Lawrence所在隊(duì)伍獲得本賽區(qū)一等獎(jiǎng)。2017和2018年的比賽形式為各校學(xué)生混合組隊(duì)參賽。2019年,大賽首次允許各個(gè)學(xué)校派出自己的代表隊(duì)參賽,清華公管學(xué)院派出由來自不同國(guó)家的五名學(xué)生組成的國(guó)際化代表隊(duì)。

比賽感受
賽后,同學(xué)們表示為期一天的比賽緊張而有趣,快速熟悉政策模擬工具的使用非常具有挑戰(zhàn)性,但能夠站在不同的領(lǐng)導(dǎo)者和決策者角度思考全球難民問題,讓他們獲益良多,此外通過和其他同學(xué)的同臺(tái)競(jìng)技和交流,充分鍛煉了談判、團(tuán)隊(duì)合作、快速應(yīng)變和專業(yè)知識(shí)的應(yīng)用能力。
王晨杰:作為隊(duì)伍中唯一的中國(guó)人,這次比賽不僅讓我的語言溝通能力得到了提高,更讓我認(rèn)識(shí)到團(tuán)結(jié)合作、和而不同的重要性。在與外國(guó)隊(duì)友交流的過程中我發(fā)現(xiàn),思維模式的不同會(huì)帶來令人驚喜的思想碰撞,從而產(chǎn)生“think outside the box”的創(chuàng)意,進(jìn)而使隊(duì)伍在賽事中脫穎而出。我會(huì)保持激情、繼續(xù)進(jìn)步,也希望以后有更多的國(guó)際交流機(jī)會(huì)。
Lincoln Quang Duong: Refugee Crisis Simulation at KDI School was a really enjoyable and instructive experience. I learnt a lot not only about refugee crisis but also about how to make tough policy decisions as a politician. We played the simulation game in a fictitious world in the role of policy maker. The region is facing a refugee crisis because of a state collapse. We played 3 games and 3 different roles. I acted as a Prime Minister, ATG Delegate and Minister of Labor. I learnt a lot from looking at refugee crisis at different perspectives and having to make tough decisions affecting thousands and millions of people. The simulation forces participants to work and collaborate not only with teammates but also with other people representing different countries to solve the regional crisis. This was an invaluable experience, and I’d recommend any public administration student to take a chance and participate in the simulation!
Rasyidah Ibrahim:Attending the KDI School’s NASPAA-Batten public policy simulation of a refugee crisis in South Korea was an eye-opening and enriching experience. Being able to assume a Cabinet Office role such as Minister of Health and Human Services, Home Office Secretary and Altrippa Treaty Group (ATG) Delegate of the made-up country Capalla gave me a deeper insight and appreciation of the choices civil servants have to make in the face of a humanitarian crisis; whilst balancing the interests of the state and the surrounding region. It was also a challenging and fast-paced environment where I was required to respond quickly to new policies enacted by our neighboring countries as well as strategize for our country’s long-term development. Overall, it was a great opportunity to gain clearer perspective into the world of public policy, diplomacy and politics.
Bushra Batool Zaidi:Being a medical professional policy maker, experiencing refugee crises simulation at NASPAA-Batten 2019 hosted by KDI School, was a must to have learning outcome in the field of public policy and management. It is a mark of my career prospect to be a member of Team Tsinghua. Besides networking with multicultural contestants, this multirole participation brings a perk to manage most challenging state of affairs for policy makers under next generation public issues resolution, to observe and implement decisions that would ultimately change many lives. Concluding, I thank NASPAA for hospitality and arrangements, School of Public Policy and Management, especially Prof. Zheng for his continuous support, encouragement and unmatched guidance. Last but not the least, on behalf of whole team, I thank Miss Yue Cheng for her excellent coordination and ultimate management skills during our journey.
