【主講人簡介】
陳燦博士是美國喬治亞州立大學(xué)安德魯·楊公共政策學(xué)院(Andrew Young School of Public Studies, Georgia State University) 終身教職副教授、博士生導(dǎo)師，基礎(chǔ)設(shè)施財(cái)政和政策實(shí)驗(yàn)室主任，喬治亞州立大學(xué)公共政策博士項(xiàng)目主任，喬治亞州立大學(xué)和喬治理工學(xué)院 (Georgia Institute of Technology) 公共政策聯(lián)合博士項(xiàng)目主任。他曾擔(dān)任美國ASPA交通政策和管理分會(huì)的主席?，F(xiàn)任留美公共政策學(xué)會(huì)（CPSG）共同主席，美國預(yù)算和財(cái)政管理學(xué)會(huì)（ABFM）和美國TRB交通經(jīng)濟(jì)和財(cái)政委員會(huì)執(zhí)行理事。他的研究方向包括公共基礎(chǔ)設(shè)施財(cái)政與融資，財(cái)政透明和預(yù)算參與等。目前已經(jīng)在國際著名的學(xué)術(shù)出版商—帕爾格雷夫·麥克米倫（Palgrave Macmillan）出版一部學(xué)術(shù)專著，在國際著名的學(xué)術(shù)期刊發(fā)表研究論文近40篇。他曾獲得世界銀行、國際開放政府組織、美國林肯土地政策研究院等多項(xiàng)研究項(xiàng)目資助。他擔(dān)任Public Finance and Management、 Chinese Pubic Administration Review 副主編，復(fù)旦公共行政評論國際主編，中大公共行政評論等期刊編委。他的研究曾被美國著名的財(cái)經(jīng)媒體Bloomberg、Bond Buyers和Governing Magazine等報(bào)道。
【內(nèi)容摘要】
Focusing on a premier journal (Public Budgeting & Finance) for research in public budgeting and financial management in the field of public administration and policy, this research provides a retrospective of its journey over the past 40 years using the method of an unsupervised machine learning technique—structural topic modeling (STM). This research reveals the main publication themes in the field's premier journal and theme dynamics in the past 40 years and helps public budgeting and finance scholars, students, and practitioners understand what gets published and points in direction of a more inclusive environment for knowledge production in this field. It will also discuss the applications of machine learning methods for future research in public budgeting and finance.
