歐洲聯(lián)盟(歐盟)既是一個(gè)成功的案例,同時(shí)也需要學(xué)習(xí)如何調(diào)整自己適應(yīng)一個(gè)正在徹底改變的世界。中國(guó)、俄羅斯和美國(guó)正慢慢遠(yuǎn)離這樣一個(gè)以規(guī)則為基礎(chǔ)的國(guó)際秩序,而規(guī)則是歐盟的核心。目前,跨國(guó)界的流動(dòng)正在威脅著國(guó)家的監(jiān)管能力。作為一個(gè)以規(guī)則為基礎(chǔ)的組織,歐盟應(yīng)該為這一點(diǎn)做好準(zhǔn)備。但與此同時(shí)民粹主義越來越受歡迎,在這種情況下,歐盟的前景和全球秩序是什么?
主講人簡(jiǎn)介:
Klaus Segbers自1996年起一直擔(dān)任柏林自由大學(xué)政治學(xué)、國(guó)際關(guān)系和東歐政治學(xué)教授。由他擔(dān)任主任的全球政治中心(
www.global-politics.org)和多個(gè)國(guó)家合作建立了一系列的國(guó)際教育項(xiàng)目,包括中國(guó)、越南、柬埔寨、敘利亞、約旦、伊朗、希臘、土耳其等。在此之前,他曾是康士坦茨大學(xué)國(guó)際關(guān)系教授。在2008/2009、2011/12、2015/16的冬季學(xué)期,他曾擔(dān)任哥倫比亞大學(xué)國(guó)際和公共事務(wù)學(xué)院兼職教授以及斯坦福大學(xué)客座教授。
此外,Segbers博士是歐洲研究所理事會(huì)(莫斯科)和歐洲政治研究所(柏林)的成員。其中。他的最新兩本編著為:Making Global City Regions (Johns Hopkins University Press Baltimore, 2007) and Public Challenges, Private Solutions? (Aldershot, Ashgate, 2005)。他的文章被刊登在Everything Flows – Approaches Toward a New Understanding of Politics, in: J. Braml, T. Risse, E. Sandschneider (eds.),Yearbook of International Politics, vol. 28, München, 2010, pp. 30-34, and. Segbers博士目前的研究重點(diǎn)是全球治理的水平和形態(tài)以及它針對(duì)不同社會(huì)制度變遷模式和政策制定方式的轉(zhuǎn)變。同時(shí)他也研究分析當(dāng)前的民粹主義浪潮。他1954年出生于德國(guó)多特蒙德,碩士畢業(yè)于康士坦茨大學(xué)的歷史學(xué)和政治學(xué)專業(yè),博士畢業(yè)于不來梅大學(xué)的歷史學(xué)專業(yè)。

Speaker Biography:
Klaus Segbers has served as a Professor of Political Science, International Relations and East European Politics at the Free University of Berlin (FUB) since 1996. He directs the Center for Global Politics (CGP), www.global-politics.org, which offers a range of international educational programs in China, Vietnam, Cambodia, Syria, Jordan, Iran, Greece and Turkey.
Prior to that, he was a professor of international relations at the University of Konstanz. In the winters of 2008/2009, 2011/12 as well as 2015/16, he was an adjunct professor at Columbia University’s SIPA and guest scholar at Stanford University.
Additionally, Dr. Segbers is a member of the Governing Board of the European Studies Institute (Moscow) and the Institute for European Politics (Berlin), among others. Among his latest publications are two edited books: Making Global City Regions (Johns Hopkins University Press Baltimore, 2007) and Public Challenges, Private Solutions? (Aldershot, Ashgate, 2005). He has also been published in Everything Flows – Approaches Toward a New Understanding of Politics, in: J. Braml, T. Risse, E. Dr. Segbers’ current research emphasis is on the levels and forms of global governance, in the patterns of institutional change in different societies, and changing styles of policymaking. He also analyzes the current waves of populism. He holds a Ph.D. in history from the University of Bremen and Master degrees in history and political science from the University of Konstanz. He was born in 1954 in Dortmund, Westphalia, West Germany.
