目前，基礎(chǔ)設(shè)施的發(fā)展亟需有效平衡環(huán)境、經(jīng)濟(jì)和社會(huì)需要的治理體系。由于有限的資源和空間，自然環(huán)境條件正在不斷惡化，但在未來(lái)十年，社會(huì)對(duì)基礎(chǔ)設(shè)施（如供水和排污系統(tǒng)、能源生產(chǎn)和輸送、交通運(yùn)輸?shù)龋┑男枨笕允前l(fā)展的核心。這一矛盾已經(jīng)迅速引發(fā)了緊張的社會(huì)和政治關(guān)系。
本次研討會(huì)的目的在于探索和討論有效的治理體系，提出不同的政策和制度機(jī)制來(lái)綜合管理基礎(chǔ)設(shè)施建設(shè)和發(fā)展所帶來(lái)的環(huán)境、經(jīng)濟(jì)和社會(huì)影響。

The workshop is a response to an urgent call for effective governance systems balancing environmental, economic, and social needs in infrastructure development. Demand for basic infrastructure (e.g., water and sewage, energy production and distribution, transportation) remains at the core of development in the decades ahead, while our natural environmental conditions are deteriorating due to limited resources and space. This leads to increasingly salient social and political tensions.
The objective of this workshop is to explore and discuss effective governance systems with respect to different policy approaches and institutional mechanisms to managing environmental, economic, and social impacts related to infrastructure development and delivery.
