12月3日，清華大學(xué)公共管理學(xué)院（以下簡(jiǎn)稱“清華公管學(xué)院”）在位于印度尼西亞雅加達(dá)市的陳江和基金會(huì)總部成功舉辦了國(guó)際項(xiàng)目首次海外院友活動(dòng)，有來(lái)自印度尼西亞、馬來(lái)西亞、孟加拉國(guó)、馬拉維、坦桑尼亞等國(guó)家的30余位院友線下及線上參會(huì)。印度尼西亞共和國(guó)財(cái)政部前部長(zhǎng)、國(guó)家發(fā)展規(guī)劃部前部長(zhǎng)Bambang Brodjonegoro教授，陳江和基金會(huì)全球總裁張文好（Jean Satrijo Tanudjojo）先生，印度尼西亞陳江和基金會(huì)秘書長(zhǎng)Inge Sanitasia Kusuma女士等嘉賓出席本次活動(dòng)。清華公管學(xué)院黨委書記彭宗超教授發(fā)表了主題演講，清華公管學(xué)院副院長(zhǎng)殷成志主持本次院友活動(dòng)?；顒?dòng)得到了陳江和基金會(huì)的大力支持。

彭宗超以“和合—中國(guó)的風(fēng)險(xiǎn)治理”（Hehe－Risk Governance Model in China）為主題，為參會(huì)嘉賓和院友們做了專題演講。他從案例出發(fā)，深入淺出地介紹了中國(guó)從“風(fēng)險(xiǎn)管理”到“風(fēng)險(xiǎn)治理”的理念轉(zhuǎn)變，并詳細(xì)解讀了“合和”風(fēng)險(xiǎn)治理模式的中國(guó)傳統(tǒng)文化內(nèi)涵、實(shí)踐應(yīng)用和發(fā)展方向。彭宗超表示，“合和”代表合作與和諧，構(gòu)建以政府主導(dǎo)、社會(huì)參與、多方協(xié)同的“合和”風(fēng)險(xiǎn)治理模式是增強(qiáng)社會(huì)風(fēng)險(xiǎn)治理能力、新興風(fēng)險(xiǎn)的識(shí)別預(yù)警與防控能力建設(shè)的重要途經(jīng)。

講座后，由Bambang Brodjonegoro、院友Patricia Luo和彭宗超共同開(kāi)啟圓桌討論，圓桌討論環(huán)節(jié)由院友Raihan Ronodipuro主持。Bambang Brodjonegoro在發(fā)言中表示，在風(fēng)云變化的國(guó)際局勢(shì)下，為保障國(guó)家的經(jīng)濟(jì)、政治安全，印度尼西亞應(yīng)繼續(xù)在外交政策中保持中立。在經(jīng)濟(jì)貿(mào)易方面，印度尼西亞積極參與“一帶一路”倡議，并以此為契機(jī)，加強(qiáng)與中國(guó)在綠色能源、電動(dòng)汽車、電池及光伏、衛(wèi)生健康等領(lǐng)域開(kāi)展經(jīng)貿(mào)合作。在風(fēng)險(xiǎn)治理方面，印度尼西亞也應(yīng)學(xué)習(xí)中國(guó)的經(jīng)驗(yàn)，增強(qiáng)風(fēng)險(xiǎn)預(yù)測(cè)的能力并充分做好風(fēng)險(xiǎn)應(yīng)對(duì)準(zhǔn)備，這需要政府在政策制定、監(jiān)管措施和技術(shù)應(yīng)用等方面進(jìn)行全面改進(jìn)和創(chuàng)新。在討論中，清華公管學(xué)院院友、印尼金融管理局（Otoritas Jasa Keuangan）副主任Patricia Luo介紹了印度尼西亞金融領(lǐng)域在防范金融風(fēng)險(xiǎn)方面的主要措施。她指出，為了緩解金融危機(jī)，所有相關(guān)部委和金融服務(wù)機(jī)構(gòu)應(yīng)作為一個(gè)整體協(xié)同工作，并聽(tīng)取公眾意見(jiàn)。

活動(dòng)當(dāng)天，清華公管學(xué)院國(guó)際項(xiàng)目院友歡聚一堂，共同回顧了他們?cè)谇迦A公管學(xué)院的學(xué)習(xí)經(jīng)歷，分享了各自在公共管理領(lǐng)域的實(shí)踐經(jīng)驗(yàn)。此次活動(dòng)不僅為院友們提供了一個(gè)分享經(jīng)驗(yàn)、交流思想的平臺(tái)，增進(jìn)了院友之間的聯(lián)系和友誼，也體現(xiàn)了清華公管學(xué)院在國(guó)際化教育和交流方面的成果。清華公管學(xué)院將進(jìn)一步維護(hù)和建設(shè)海外院友網(wǎng)絡(luò)，為落實(shí)全球發(fā)展倡議、全球文明倡議做出貢獻(xiàn)，增進(jìn)中國(guó)與世界各國(guó)的友好合作關(guān)系，推動(dòng)構(gòu)建人類命運(yùn)共同體。
